Declarations of Warsangeli Community in Eastern Africa     


 

In a get together of the Warsangeli Community on Sunday-at 10.10.2010, at the Nomad Palace Hotel in Nairobi-Kenya, Organized by the elders and youth of the Warsangeli Community – the members ,friends and members of major media groups were hosted lunch and briefed about the situation in Western Bari especially Galgala. The situation was discussed and a resolution/declaration reached by the gathering produced and distributed to the gathering and the media.

 

The situation in western Bari Galgala.

                             

Galgala is in western Bari region about 40 Km from Bosaso, the population of Galgala is estimated to be about one hundred thousand people, although some Galgala residents are nomads- the majority practice farming and cultivate dates, bananas, vegetables, oranges, mangoes, and cabbage, Galgala is the main supplier of vegetable, milk, and fruits of Bossaso- which is the biggest city of Puntland.

 

Galgala and surrounding areas Majayahan and Dhalan are blessed with minerals like, tin, oil and gypsum and used to export tin abroad during the military regime in 1970s and 1980s.

Most people of Galgala believe the present military offensive being launched by Puntland authorities is resource based conflict.

 

Present situation in Galgala

The evaluation of manufacturing terrorist in abides to loot Galgala regions natural resources and displace local and indigenous resident. The scenario /drama unfolding in Galgala is an old and unsaleable trick used by many third world leaders bent on misleading world opinion and themselves hurrying to enrich themselves at the expenses of those they are supposed to serve and improved their lot in life.

As many will recall- Galgala was attacked by forces of the Puntland authorities which proceeded (Cadde Muse) the present leadership. However what many people are not aware is that even then the hostilities were instigated by agreement signed by the current  leader of Puntland –who then was the minister for International Co-operation and foreign affairs, with African Oil (Canmex) and Range Resources, Canadian and Australian Companies, these agreements where signed without adhering lay-down procedures of Puntland parliament and without involving the elders and leaders of Galgala and Sanaag region including their representatives in Puntland Parliament.

 

So far the Puntland authorities have carried out six major attacks in Galgala area from 12th and 13th, July, 12th, 13th, 25th and 27th of August 2010. these hostilities have caused lose of lives of local population, destruction of property, burning of over twenty farms, loss of livestock and major displacement of people-around Marajo, Balikhadar, and Af-urur. It estimated over ten thousand people have been displaced to Dhahar, Badhan, Buraan and Lasqoray.

 

The Puntland authority have isolated Galgala resident and placed sanction on them, denying them to obtain their needs from Bosaso. This move has worsened the situation for all parties.

                                   

Efforts by Warsangeli Elders to resolve the matter and the respond of Puntland in April 2010 The Warsangeli Elders met Puntland Authorities and it was agreed by the parties that attempts will be made to resolve issues by allowing the Elders to tackle the matters. They proceeded and came back with a simple road map which would have solved the matter completely. They proposed- cessation of hostility, removal of armed forces of Puntland from Galgala- lifting of sanction- Either taking to court suspected youth held in jails for long periods or releasing them.

On 9th July 2010, after absence of a long period in neighboring county – the president of Punt land once again met Warsangeli Elders and gave them an ultimatum- to deliver all suspects involved in resistance in Galgala area, within twenty-four hours or face the consequences; he also informed them that he has mobilized his army they will intervene immediately. This situation shocked the elders and they left dismayed. True to his word – we all know that is exactly what happen.

 

Galgala is now isolated, the Puntland armed forces are carrying what they have code named pacification of armed terrorists –No journalist is allowed access to the region, recently a local journalist was jailed for talking to the elders of Galgala. The region has no any infrastructure and any other basic facility like schools, police stations, and hospitals.

 

Clearly the Puntland authorities are hell bent on manufacturing terrorist in Galgala area by alleging that area has become a terrorist den- although the residents have refuted this demonization of their region and people, and are challenging Puntland authorities to allow both local and international press to visit the area and see for themselves the situation.

 

It’s the believe of Warsangeli people and Galgala residents that what is happening is an attempt to manufacture non-existent terrorist to loot the region of its minerals, alienate the Warsangeli by demonizing them as terrorist, which is already happening all over Puntland, displace them from the fertile Galgala area and occupying their land, this shortsighted and misguided policy which is wrenching havoc to our people in our land is not going to succeed- God-willing.

1. We believe and declare that the conflict in Galgala is resource based and is attempt by certain individuals in Puntland to loot the natural resources of Sanaag people and Galgala area and displace the people from their fertile land and occupy it.

 

2. We declare that the real terrorists are those attempting to spread falsehood against our people by attacking our land and refusing the media to have access to the area to establish the facts on the ground as they are.

 

3. We appeal to Puntland authority to lift the sanctions they have imposed on our land and people without any pre-condition and immediate withdraw their armed forces.

 

4. We declare that the internally displaced must be allowed to return to their farm and homes and be allowed humanitarian organizations to reach them.

 

5. The gathering in Nairobi fully supports and endorses all resolutions and declarations concerning this matter previously made by Warsangeli Elders in Puntland.

 

6. We appeal to Majeerteen Elders in Puntland and abroad to take a stand on this matter – otherwise this will strengthen the suspicion that they support the policy of Puntland Authorities and this is contrary to the basis of the agreement in the formation of Puntland Regional Authority in 1998 and will lead to division and dispersal of the Harti clans and all the non-Harti clans of the region.
